LAWTON, Okla. — (Dec. 30, 2025) — The City of Lawton has released a number of documents under the Oklahoma Open Records Act related to Westwin Elements and the termination of the large-scale commercial refinery component associated with the Westwin project.
The records were released in response to an open records request seeking information related to the Westwin termination. The documents are currently being reviewed, and a more detailed follow-up story is in progress examining what the records show, including the timeline reflected in the documents and the obligations outlined by the parties.
Records released
Documents provided by the City to date include, among other items:
- “Termination Notice – 12.12.2025” (draft) — A proposed notice addressing termination of Part II (Large-Scale Commercial Refinery) of the amended and restated redevelopment agreement, including repayment and closing terms and references to prior default notices.
- “Termination Agreement – 9.10.2025” (draft) — A draft agreement related to termination or resolution of aspects of the Westwin project.
- “Lawton LOI – 9.11.2025” — A letter dated September 4, 2025, and executed by Westwin on September 11, 2025, addressing an election not to proceed with the large-scale commercial refinery in Lawton.

- Westwin letter regarding an unpaid note dated November 14, 2025

Requests for comment
Requests for comment have been sent to City and economic development officials seeking on-the-record statements regarding the termination and the timeline reflected in the released records. Outreach has been directed to City leadership, communications staff, and economic development officials. Responses are pending.
